How they take control, I tot crypto is secret or highly encrypted?

One other possibility is that they seized it from exchanges used to launder them. Even though crypto is "anonymous", those syndicates still need laundering services to wash the paper trail and make it look legit or to encash them. Holding it all in cold wallet isn't going to do much for them if they can't freely use it.
