usb 3.0 vs usb 2.0 (newbie)

Hi, i just got my rig 2weeks ago,
Ytd i try transfer some of my data ( external hdd) using usb 3.0
Bt i find that the transfer rate is vy slow.
Only 1400/kb per sec(dont know correct anot)
And after i change to use 2.0 port. It transfer around 36mb/s

Is it anything wrong?
Usb 3.0 is the blue one right?
Usb 2.0 is black port.
Hope i didnt get it wrong.

Mmm. I dont think i install.
(Not sure when they built for me got install anot.)
