will having a mid - high range gpu minimise naturally or adaptive sync is still advisable?

i know 144mhz monitor will help to reduce also.

Lastly - better to turn V Sync on gpu setting or game or there's no diff?

V Sync is the one will cause the stutter and at times frame drop once the monitor and the gpu were out of sync. It could be irritating, even at 30fps/60hz.

Too high frame rate also will cause screen tears.

The only way to go is to have have around the same refreshing rate of 60hz/50fps-60fps-70fps.

This range there should not be obvious stuttering and screen tears.

Or another way is to go Gsync or Freesync monitor that can support as low as 35fps all the way to 140fps range.
