For WhatApps , the "Back up chats" function in the "Chat Setting" , this is to back up all your existing WhatApps message and Contacts ?

Also in The Chat History , the "Archive all chats" , this function also Archive all existing chats and contacts ?

Yes, back up chats will back up everything, I reformat my phone and it restore every chat I have.
