Why some toner "ink" comes out looking glossy?

Can anyone in the know or in the printing industry give their advice on this?

I notice some print outs from certain laser printers have the toner looking really glossy and it's really distracting to read them.

Recently received a paperback that has kinda glossy ink too, I think it's sort of print on demand or for small print runs. (Morgan James Publishing)

So the question is: Are these kind of toner inherently inferior? Or is it just an additional choice for people who want it? (Can't think of a good use case for glossy black ink though...)
