Bus Pass and rail pass are 2 different things altogether.

What are you intending to do first?

Travel from Town to Town and also (if possible) to use the pass for intra-town travel too. Most JR seems not able to use for intra-town travel, i need to spend more money to purchase a day bus pass.

another aim is to reduce expenditure.

But travel to me have advantage of sight seeing as compared to rail.
