Currently using sapphire 7850 2gb oc with i7 2600k and gigabyte z68p-ds3. I feel like adding a 2nd 7850 but my 2nd pci-e x16 slot is running at x4 speed.

How much would that impact my xfire performance? Or is it better to get single 7950 instead?

No point Xfire 7850 on the limited bandwidth of x4 on the 2nd slot.

A single card like r9 280x will do just fine.
