Time to experience 4G+. Haha the speed is getting faster and now it's almost hitting 1gbps already! Data bundles are also getting bigger...so it's a good time to give up on your old plan already.

Anybody faced this issue before and manage to purchase afterwards?

For this case, you will need to send your proof of identity to Google. You can send your ID copy and proof of address, e.g., utility bill, etc. It does not matter if it's showing SG address, don't need to lie about it.

I am also having issue to purchase from US Google Store (diff error). I haven't been able to place a single successful order this year, even though I have placed numerous orders in the past (2016 and before).
