There's one or two authorised ones in hdb website.. about $300.. normal locksmith won't do.. Got special ones to do..

If you change it to a normal door or lock, HDB also won't know. Don't need to spend a fortune on it la.

Your property, who's going to check? Wait until you want to sell then come and talk again. The policies keep changing and maybe after election, the new minister finally wake up and realise the bomb shelter doesn't serve its purpose anymore since buildings can collapse like a pile of cards so whatever existing regulation will be removed.

If they can prove the jet fuel is unable to melt or destroy the bomb shelter, then I'll consider spending the $300 to replace the lock.
