advice on balance transfer

hi all, im actually looking to do balance transfer from citibank to other bank.
however i have one credit card application rejected recently, would it affect the chances if i applying balance transfer now? i'm used up about 80% of my credit limit tho.

Y not just try since there is no fees for trying.

However ulyou mentioned you already used up 80% of your credit limit(i assumed it is the same citibank card), how much more can you do balance transfer since the amount allowed for the transfer is only up to certain % of your credit limit.
