intelligence means u can learn quickly and solve problems and face future issues. thats more important for any business than 100 years of doing the same things daily (often badly and in outdated way as well)

Promotion is based on both performance and potential. How fast officers are promoted
depends on what we estimate their potential to be - i.e. an assessment of how far we think
they will reach at the end of their career. So, for example, someone with a potential to rise
up to become Permanent Secretary will be promoted faster than someone with a lower
potential. Whether the officers are actually promoted however depends on their
performance. A high- performing, high-potential officer is a high-flyer who gets promoted

The CEP is an estimate of the highest level that an officer can reach in his or her career. Once they are assigned a high CEP, an "escalator" seems to automatically promote the officers to their CEP level - as long as they don't make mistakes. Since mistakes are punished and risks are not rewarded, it is natural for a culture of risk aversion to emerge.
