i dun understand why MAS is urging to take used notes instead of exchanging for new ones so not wasteful. I mean, they are ones printing the new notes and controlling the supply right? if they dun print new notes all will need to reuse old ones doesnt that solve the wasteful problem?

why ownself cause problem and tell others to not cause the problem? so contradictory
