For mid ranged GFX cards, Would you guys recommend to wait for the RTX 4060 or go for the 3060ti/3070 now?

If 1080p go for 3060 or ti

Should I let go my Rtx 2080 Ti and wait until 4000 series release?
Currently I holding 2 GPUs and 3080 Ti for backup

Should not hold previous gen card for too long. If you want to keep a backup, it should always be a low-value mid-to-low end card, never a high-end card. That's if you are worried about its value.

For example, it might be very tough if a person tries to sell off their 980TI today.

980TI is rated @ 250W. From a performance standpoint, the 5500XT and GTX 1660 do slightly better consuming only half the wattage. You are going to need some serious luck to get it sold off for a decent price.

When 4000 is released, the same thing might happen to your 2080 TI.

Rtx 2080 ti performance same as Rtx 3070 today, if stick with 1440p not an issue

Yup 👍, can use the money for upgrade
You should just ignore everything and keep collecting cards, grab signature like Jason from nvidia or even Lisa Su to sign on AMD GPU. Maybe 20 years down the road they are antiques can fetch good prices at eBay. Then you can buy better cards without making a lost.

I have 2 PC with me, one in 3080 ti and another PC with 2080 ti, just plan to sell and wait until 4080 launch, then my 3080 Ti can keep for 2080 ti pc and get new 40 series will do

I read that the 3080Ti is PCI 4 while my existing processor and motherboard support PCI 3. I have my screen at 1440p for my flight sim and occasional Forza, COD at max graphic setting.

Putting aside my PSU and memory, will there be any potential performance impact on the planned setup; ie PCI 3 limiting the performance or 10900k being a bottleneck to the 3080Ti?

No, if not negligible impact for your use case. PCI-E 4.0 may have double the bandwidth but I don’t believe the RTX 3080/ 3090 is anywhere close to saturating the PCI-E 4.0‘s bandwidth.
