It is ok to redeem and pick up better one. Transaction cost is cheap, only $2. It is only more difficult after you have hold it for a few years and yearly interest rate has gone up.

Yes what if the next issue has even higher rates, then you will just be giving the banks $4 every month

I think you can wait a bit more and see. Maybe after a few months you can swap and invest new money as well.

the previous issues only provide guidance of interest levels at a certain interest rate, if have to guess more accurately think it would be 10k / pax, but assuming people have funds trapped in tbills and FD maybe have a higher limit available of 15k

To me, makes no sense to keep swapping.

You can look into swapping if you max out the 200K limit or max out all your bullets.
