The first trading day of new shares does not affect the price because on ex-rights date, the price has already dropped to account for the increase in shareholding.

Yup, between deadline and sub, it can drop or increase price depending on market sentiments. I feel sentiment is turning bearish in my opinion
ya lor. so anything can happen

Got a bit confused for if this last day means differently for cash or CPF/SRS account.

For my shares invested using CPF-OA fund, I got the letter from DBS to specify today is the last day to submit the acceptance to subscribe the Rights Shares, not just the last day for selling my rights. Correct?

Oversubscribed 600 plus shares to make it 1500, hopefully it is a correct decision.

Round Down Pros : You Spend less money
Round Down Cons : You get diluted.

Round Up Pros: You own more stock now that you've bought more at a cheaper price, you cost basis comes down
Round Up Cons: You spend more money

U first time apply for rights issue? The deduction is whole sum. If you don't get the excess then its returned to you.

DBS Treasures deducts the money on the last day i.e., 21st March in two transactions one for allocated rights, and another for excess. It is paramount that the money be left in the wealth account for the transactions to succeed. Based on excess allocation, the money less allocated excess rights will be credited back to you on 29th March to the wealth account.
