2 Is there another dimension for those already passed on and choose not to reincarnate where they can continue to "live" there as who they were as a human?

1) yes. They are waiting to guide their loved ones where to go when their loved ones go afterlife. Sometimes is 1 sometimes is 2.

2) yes, but they won’t have body. They can’t feel anything. They will always have the FOMO feeling of not being able to contact with human world. That’s why if they know someone can see them…. Hoseh Liao
