Can someone explain how to squeeze 8 person into a 4 room hdb without turning it into a dorm

The moment this rule came up and the only reason for it to be so, is that MND, who have oversight over URA and HDB would only want to pamper to the wishes of FTs , both workers and students ,to make it more 'affordable' for them to be accommodated in the local housing sectors.
Be it HDB or Pte.
There is no other reason other than that above ,cos most locals would not have the great in numbers, that would create that much of a demand for rental housing by their own , that 'someone' need to change the 'rules of the game' JUST FOR THESE FTs!
