There is a "Help Neighbour" feature on OneService app for this to connect such people to social service agencies. Otherwise, you can call ComCare (MSF) hotline at 1800 222 000 to speak to an officer.

when i was there in november last year, it was quite cold for me, especially there was one weekend the temperature dropped to 12-13 degrees, i at times wonder how painful it must be for them to have to dong through the night in such weather
