cuz the construction works are switched from one work site to a completely different work site almost on a daily basis.. they have no familiarity at all and will have high risk of accident.... So there must be a guy (who work on this site only- likely the site supervisor, who is familiar with the site - since he's not plug in plug out every day) to watch him work.. and why don't the guy who is watching do the job?
