While the COP is just a political theatre. The AGC on the other hand, has to follow Criminal Procedure Code and other laws.

You are essentially saying that when the COP make a criminal referral to AGC, the AGC don't have to check the evidence handover by the COP or care about Criminal Procedure Code anymore?

They do have those grounds to issue stern warnings and this is what they had done in previous incidents where they issued stern warnings to the accused in lieu of prosecution.

I think the grounds, if any, to issue any warning is that PS should have handled the case better and that's it
