ETA is visa, not arrival card.

With ETA/APEC card also need to submit arrival card.

• Those transiting/transferring through Singapore without seeking immigration clearance; and

Not everyone will fly direct from Taiwan to Singapore. I knew people fly to KL or JH and take bus back to SG
