FT student definitely - see local born student no up....parents of these would usually tell their kids that even spore gov favour FT, scholarships, etc... Key issue here is MOE stance, if stance is soft kids who are bullied.
The bully will get away easy, "Ai ya, I bully you than I kena warning only what."
Isn't this what the Minister say give bully second chance.
