Yes, the Singapore National Registration Identification Card (NRIC) is covered by the Personal Data Protection Act (PDPA):

  • The PDPA's Advisory Guidelines on NRIC and Other National Identification Numbers went into effect on September 1, 2019.
  • The guidelines limit when private sector organizations can collect, use, or disclose NRIC numbers.

  • Organizations can only collect, use, or disclose NRIC numbers if required by law or to verify an individual's identity with a high degree of accuracy.

  • Organizations that collect partial NRIC numbers must still take steps to protect the NRIC details and other personal data.

  • Organizations that violate the PDPA's rules may face financial penalties of up to S$1 million.
The PDPA also covers other national identification numbers, such as Birth Certificate numbers, Foreign Identification Numbers (FIN), and Work Permit numbers.
