Should be able to DIY or commission one.
You need to get the metal card machined first. Then dissolve the plastic card in acetone and fix the chip in place using clear epoxy in the prepared metal card.

Note that this entails cutting off the NFC antenna so contactless payment will not work. You should be still able to use the contact based chip reader.

Don't bother with the magentics. Many cards don't include magnetics this days. You need to watch out for the NFC antenna on the other hand. Overlaying that with metal will be like having a permanent RFID shield wrapped around your card.
