if you worked in a "GOV" company, you will know it is bad to get certain people to do work.
they are comfort with what they do and will not do extra, any fault will push to the new or junior staff.
refused to learn new stuff or tech.
When bonus time, everyone demand a big pie even when company not making money.

when some private company took over, they see the problem, replace with their people that can work, cut away the JLB. Then the profit comes.
