Man, 38, who tortured girl, 4, to death in Paya Lebar condo, was out on bail for drug offences when abuse occurred

CNB officers raided his home in late 2018.

Before he was arrested for his involvement in the abuse and death of four-year-old girl, Megan Khung, the accused Wong Shi Xiang had his place of residence in Pine Close raided by Central Narcotics Bureau (CNB) officers.

According to court documents, CNB raided Wong's unit in November 2018, just a few months before the abuse of Megan began in February 2019.

During the 13-month period that Wong abused Megan, fatally punched her in late February 2020, and burned her corpse, he was out on bail for drug offences.

In February 2025, Wong pleaded guilty to one count each of culpable homicide, intentional disposal of a corpse, trafficking 24.51g of methamphetamine and consuming methamphetamine.

Another 11 charges, mainly for drug-related offences, will be taken into consideration during sentencing.

The statement of facts revealed that Wong was on bail between Nov. 24, 2018 and Jul. 23, 2020, when he was traced and arrested in relation to Megan's disappearance.

Previous drug offences

When the CNB officers raided Wong's Pine Close unit in 2018, Wong and his then-fiancé were arrested for drug-related activities.

Wong was at that time attached to another woman, before he was with Megan's mother, Foo Li Ping, 29.

CNB officers searched the bedroom and found 13 numerous packets that contained methamphetamine.

In addition, CNB officers also recovered one slab containing 10 "Erimin-5" tablets, a container containing three red capsules, a zip-lock bag containing green powdery substances, another zip-lock bag containing one yellow capsule and two plastic moulds containing three yellow capsules.

S$1,200 in cash was seized from Wong as part of the investigations.

When Wong was escorted to his other residence, CNB officers found drug paraphernalia belonging to him.

Investigations revealed that the items recovered from the Pine Close unit and 13 packets of methamphetamine found in his possession were meant for sale to acquaintances.

At the time, Wong knew the packets contained methamphetamine.

Wong had started selling methamphetamine to his acquaintances since early November 2018 and the last transaction he made was about three days before his arrest by CNB officers.

He sold one packet containing 1g of methamphetamine to an individual known to him and received a payment of S$50, all of which was seized by CNB as part of the S$1,200.

Wong was produced in court on Nov. 24, 2018, and released on court bail.

He then went on to abuse Megan, whose mother, Foo, was also involved.

The pair caned and hit the child repeatedly, starved her, and humiliated her by shaving her head and drawing on her face.

They also made her eat mucus and food from the dustbin, and forced her to sleep in a planter box exposed to the afternoon sun until the child suffered a heatstroke.

In late February 2020, Megan was fatally punched by Wong in the stomach, and left to die while the couple took drugs in the unit.

A regular visitor to the unit, Nouvelle Chua, a friend of the couple, did nothing to stop the abuse and even recorded it on her mobile phone on various occasions.

Found drugs on him

Megan's father, Khung Wei Nan, who is local influencer Simonboy, reported his daughter's disappearance on Jul. 20, 2020.

On Jul. 23, 2020, Wong, Foo and Chua were subsequently arrested in connection with Megan's disappearance.

When the police traced Wong to his unit on Jul. 23, 2020, he was also arrested for drug-related offences.

Drug paraphernalia was found in the unit along with one packet of crystalline substance, two improvised utensils, and one weighing scale.

Investigations revealed that he was consuming methamphetamine on the day the police traced him to his unit.

Following his arrest, Wong also provided two bottles of his urine samples, which were found to contain traces of the drug.

Finally they disclose Wong’s photo. Thats why cannot judge a person by his appearance. Think he will be hung for murder and drug trafficking. In fact, the death of Megan should be treated as a murder case. How to justify that when she was being burned, she was died already? Yet even if she died, they have no right to burn her corpse without a death certificate.
