Why did the school contact EDCA?
Just to say " Hi, we have a student named Megan "?
Definitely told them about bruises or at least that they suspected abuse.
That alone should have been enough for them to investigate to find out the extent of her injuries, and whether she was being abused.
A child is dead, thanks to their indifference and negligence.

"ECDA did not find records of Megan’s enrolment in other pre-schools, and advised the Beyond staff to lodge a police report if there were concerns about the girl’s whereabouts. Megan died four months later in February 2020."

Advised to lodge police report in oct 2019 but no action taken...

Injuries and sudden withdrawal from school without enrollment to other school still doesn't alert them to possible abuse... 👏

School/Social Service: Hey, Megan is generally happy. No new bruise.
Msf/Ecda: ok
School/Social Service: Will arrange for her to stay with Grandmother for HER IMMEDIATE SAFETY.

Pushing the blame away. One look at the parents and you should be able to infer that this is a child at risk. People can say it’s judgmental. But we are given brains to judge and assess situations. Use it. Develop that part of your brain that you have been taught to ignore.

With all these telltale signs is where one have to throw caution to the wind and act on it rather than sit back and wait for something to happen before taking actions

the whole report is just pushing away responsibility to say they have done their part and no wrong doings
1 look u can tell their reporting is not eveb done with due dilligence
very superficial and surface level

Another WTF "we do everything to the guidelines/procedures", but oops, s*** hit past the fan.

They need a "bus/event" architecture. A rpt submitted, this would have been in the queue to all relevant agencies/police. Alot more work generated (or they are really overworked?). Multiple pple need to confirm to ensure closure.

Or CPS/MSF would want a regulation/law like HSA/NEA enter premise WITHOUT warrant to check for vape. If sit around and wait for those on the gnd to escalate upwards, "war over" already.

So whose negligence is it? HSCDC, ECDA or MSF???????

Teachers at the young girl’s pre-school, Healthy Start Child Development Centre (HSCDC), had observed visible injuries on her in March 2019.

The centre, which is run by social service agency Beyond Social Services, submitted a report to the Early Childhood Development Agency (ECDA) in early April 2019.

The ECDA is the regulatory authority for pre-schools here.

“However, the report did not fully describe the severity of the injuries. This resulted in inadequate interventions by the relevant agencies,” said the Ministry of Social and Family Development (MSF) in a statement on April 8.

Little Megan lacked of 贵人 to save her.

Her pain must have been immense. Her cries must be loud and regular. Her neighbours should have heard those. The preschool should have known (she was capable to talk and describe her torture with her age).

No one stood up bravely for her.

Very sad for kids like her.
