Erm, perhaps just imagine each square not as individual but as group/area. They may not know each individual. But they pretty sure know the result of each group/area. They know the votes by blocks. Remember few blocks all vote in same zone and votes there are counted. They don't need to know individuals vote, they know the block count can liao. Individuals vote is 100% a secret.I just wonder, if votes are secret how is gerrymandering even possible![]()
