No need death sentence but they must be registered on public registries for people to know their identity. Their picture, name and address must be displayed prominently on all lifts nearby their residence so people will know and take extra notice of them to make sure they don’t commit the same abuse.

Currently I feel the law is too lax and there is no shame and public stigma in place for them to repent and prevent them from reoffending again.

Actually, this … an animal killer registry … because statistics =:p Violent crime, serial killers … tend to start with experimenting with animals before they move up to people. These are the people who should be questioned first when such crime is investigated.

Where's the petition for death sentence for money launderers and those associated with them? :ROFLMAO:

I am sure this too will deter the emergence of all these unsavoury characters...

my concern is that these people are like ticking time bombs.

while the law in Singapore views dogs and cats under the general category of "livestock" (which explains why our legal system is so light on penalties), the fact remains that people who commit a deliberate act of abuse / torture exhibit one common trait ... a lack of self-control.

sure, i understand that you had a bad day / a sad past / general anger at society ... whatever. there are many ways to channel out that frustration ... and they choose to torture a cat.

to that extent, i will say these people don't have mental issues. their choices are measured and deliberate. what they show they lack is self-control and the ability to discern between basic right and wrong..

which inevitably will lead to more horrific crimes down the road.

It is a foolish endeavor placing animal life and human life on the same level in a court of law.
It is foolish to even think such a petition will remotely get any attention even if filled out by ten or a hundred thousand concerned individuals.

You want proactive measures taken, do the proper thing and organize round the clock watches and patrols. As long as there isn't criminal action involved, I don't think the government will be overly concerned.

Long story short, do not expect the government to spend expensive resources on proactive actions. They will be entirely reactive in this matter, and probably not to efficiently for that matter.

Mandatory caning for animal torture I'd get behind.
