Means all along they are not honest?

Frankly, they did not lie. They just didn't tell you the whole truth because they think you cannot handle the truth.

Now, you may start another thread asking, does that mean that people have not been frank all along?

Last time I have lied to you, since I confess, now you must trust me this round.

I can't say for others but i always joke around in Group Chats so when i say "To Be Honest", it would mean i am dead serious (This is not a joke).

Different people, would likely use and interpret "To Be Honest" differently.

The first time I heard this from from a younger colleague many years ago, other than the words he has used, his body language, facial expression and tone, did not convinced me that he was honest about what he said. The latest I heard was he made many mistakes and like to use "my bad" in his emails to apologise. Whatever that means?

Just like I like to say, "to be candid", because it preempts people what I'm going to say is going to be direct, harsh but truthfully.

The person like to put the message across to all the listeners that he is telling the truth about something.
