Think most of these kind are too poor to buy enough furnitures for their home. That's why maybe one table or chair for many uses. Need to move here and there for different purpose

Use table for cooking, then use same table for dinner, need to shift table and chairs. Ater dinner shift all chairs away. Shift table back to kitchen. Then shift all the beds out for sleeping. Morning shift all the beds to one corner.

The Indian neighbours are late sleeper. Unless the noise is a daily occurence, it will be hard for the TC to act. Dragging chairs and the occassional knocking are just part and parcel of normal living.

The best approach is to befriend the upstairs neighbour, so that they will more likely respond kindly to your request. If you confront them angrily the first time, then they will just have more reason to irritate you.
