Combine with AI and CCTV all around, the let the SPF provide detail information on whereabout these people stay. Those got jackepoted, for the information will be rewarded discreetly. Just like you can't ban a knife due to it has killed someone before.
Or cigarette which cause people to have cancer and die before, direct or indirectly.
