Maybe he is baiting Seetoh to say there are penalties currently being imposed then shoot the POFMA. Never know some hawker might add salt and pepper when complaining to Seetoh to make the argument stronger

If they do not design those new HC with those expensive design, apparatus and deco, the construction and maintenance may cost only half or less. Then no need charge rental and maintenance so high.

Just that in these times where prices of everything increase by so much, it is understandable that the hawkers may be less willing to participate in this.

Alot of the hawkers are already earning paper-thin margins, due to high rental expenses and other costs, etc.

The landlords and those whom sublet to other subtenants, should be the ones actually participating in this exercise.

The word "shall" is something they should do but likely not compulsory - if they use the word "must" then it's likely compulsory; but as we all know, even though not compulsory, there are a lot of "pressure" to participate
