“This Vanda Breeze project is getting from bad to worse. How can it be stretched for seven to eight years while they have been saying HDB should be finished in less than three years?” read an angry comment.

Maybe someone at HDB hit their performance KPI for managing to launch so many units for sale in Nov 2022. Although that entire area was full of trees. Yes, the date of completion was disclosed to the buyers signing up for those projects.

But the whole thing is really very badly handled.

HDB has changed their direction and are now listing unnamed HDB projects on Gebiz for bidding by main cons. Meaning there'll be more projects where the construction work starts before launching for sales. Just search Gebiz for the word "dwelling" to see BTO projects.

Launched in Nov2022, TOP in 2029
The ones along Yishun Avenue 1 were launched in Nov2022 for sales, but those plots of land were full of trees. In other words, the land wasn't prepped for any kind of construction yet. I suspect, but can't confirm, that these are likely meant for sales launch in 2023-2024, but brought forward to 2022 because HDB wanted to say that they've a bunch of units for sales.

It takes around 1 year to flatten land for construction work. The projects were open for bidding on Gebiz by main cons only after the sales launch. One of them is my ex-company.

Launched in Oct2025, TOP in 2028
The Yishun Glade one is launched for sales in Oct2025. This site is already hoarded up, likely with main contractor already occuping the premises. That means a main con was already selected and started work before sales launch.



Simple. HDB launched for sales to public in Nov2022, but the Gebiz listing was only put up after that.

The subsequent back and forth is just about getting past the relevant agencies' checklists. Yeah, some precious trees have to be moved to other locations.

The lengthy wait time indicated that HDB already knew of potential delays or additional checks.

While we may question the buyers' decision-making for choosing these projects, it is also a mystery why HDB launched those so soon.

actually before bto launch, some bto already started doing foundation liao. this is why u see some bto can completed before 3 years.

i find that ever since covid period,everything starts to drag n delay,even after its over.as if every govt body is auto getting lazier n lazier.hans also delay opening time from 7am to 8am.
