My preliminary ideas:

1. Peg their salaries to 5% to 10% (depending on experience and work performance) of the benchmark salary for an entry-level minister in Singapore. Review this pegging every 5 years.

2. Let them rent state-owned black-and-white bungalows for a few days a year for staycations at market rates.

3. Teach them to set their phones to automatically delete messages so that their phones would not be taken if they ever become suspects in any probe by Corrupt Practices Investigation Bureau.

Insert on 6 Nov 2025, at 0235h:
4. Be conscious of the impact on their spouses and children if they are caught behaving inappropriately or scandalously.

It all begins with recruitment.

No need tip top talent. But ensure that they focus on their core job and scrap all other nonsense side projects

Lame la so many years I tried to apply MSF keep tio reject. I really got passion but they only want those fresh graduate with no life experience. Sibei boliao.
You be spending time doing more paperwork to clear certain qualifying processes instead of doing real social work.
At least that was what I heard from a lady in MSF during a civil service orientation back in 2016.

Can try reading up Glassdoor reviews for more hints.

If basic issues like public littering, common corridor cluttering, PMDs zipping, cannot be solved, child can be better protected?

Make it compulsory for all future candidates for MPs and Ministers to serve a few years in these services as frontline low rank staffs, so they can walk the ground and understand the sentiments of the general community.
