Now creating additional work for people to issue warning... but not creating any GDP or wealth or benefit to Singaporeans ... all because of a badly conceived implementation of a politically correct idea... that people loathe.

If the NEA cares about hygiene, they should also apply the same rules to town council cleaning standard~ many bins are always overflow, one time clearing per day is not enough~ ☠️

If BCRS is to recycle, the containers successfully rummaged from the bins get to be recycled right?

By paying Cisco or whoever to enforce, cldn't the tax $ be better spent elsewhere in lieu of criminialising the pple?

Pappies seem to envision we are gracious enough to recycle and yet not to rummage from bins and elsewhere. They have to wake up we are far from reaching this kind of society.
They just don’t want to see ugly things . Consumer ma paying more just for the stupid cans to recycle is beautiful thing . Rummaging the thrash bins is ugly things . You have to understand their way of thinking .

Another day... Another statement without clear consideration on execution. Sometimes I do pity the people working in these Ministries.

Case 1:
Person A is seen rummaging the bins around the few blocks within the estate. Person B report via OneService App? or call NEA hotline?
By the time NEA people come, Person A don't know walk to where liao... How to issue advisory?

Case 2:
Person A is a habitual scavenger, generally known within the estate to rummage bins to pick up stuff (including cans / bottles). Some siao on dude decide to report via OneService App? or call NEA hotline?
So this time round, with clearer intel and details, NEA people start to monitor? set-up observation point? set-up mobile camera? to observe, identify and then carry out necessary actions on Person A? All these effort and end up refer the individual to Social Service, cos the person may have other issues on hand.

Case 2.1:
Same pattern as Person A, habitual scavenger but with a clear objective to just gather the cans / bottles for the 10 cents. So how... same set-up? monitor? observation point? mobile camera? Just for that one individual?

What if kid throw something away by accident.

Parent go into bin to find.

Gets reported and sent to jail for rummaging in bin 😲😲🧐🧐

Who to pay for bin cleaning two or three times per day?

Which nation can provide cleaners so cheap that can do?

I'm referring to those bins around HDB estate which handle by town council~

Each household already pay $50 to $90 S&CC monthly, multiple 100+ households per block, one cleaner cover more than 10 blocks~ the amount collected vs the number of clearing cycle dun match up~

Maybe you can accept like this below~ :s22:

Members of the public are discouraged from rummaging through refuse bins for empty drinks containers, regardless of whether the act causes any public hygiene issue, said Minister for Sustainability and the Environment Grace Fu in Parliament on Tuesday (Nov 3).

"Apart from the potential disamenities to the wider community, there are also hygiene and safety concerns for the individuals doing so," the minister explained in a written reply to MP Yeo Wang Ling (Punggol GRC).

The second-term MP had asked what will guide the authority's enforcement approach towards those found removing beverage containers from public refuse bins, including in instances where no waste is scattered or no public hygiene issue is caused.

Under the Environmental Public Health (Public Cleansing) Regulations, combing through a refuse bin or removing items from it carries a fine of up to S$1,000 for a first offence, with a further S$100 for each day the offence continues.

Fu noted that even before the Beverage Container Return Scheme (BCRS) was introduced, the National Environment Agency (NEA) would occasionally receive feedback on individuals rummaging through refuse bins, adding that NEA focuses first on public education to promote good hygiene practices.

And when such actions are detected, the agency takes a calibrated approach in determining whether enforcement action will be taken, she said.

"Where individuals are found rummaging through public refuse bins without leaving litter on the ground, our officers may provide an advisory."

NEA may also refer such agencies to social agencies for further support, if they are assessed to be vulnerable individuals.

The Ministry of Social and Family Development and its community partners use the Vulnerable-in-Community Network to connect with these individuals, understand their situation and give them the support they need, the minister said.

Not illegal any more?

Suddenly just “discouraged” and “issued advisories”?

Now that BCRS is a job with significant side cash, both for poverty-stricken locals and Bangladeshi workers, they can’t take it away so easily. Everyone is a karang guni man and dumpster diver.

Extra $1000 a month is no joke. It’s a means of survival.
