i saw the promotion at vivocity best denki 2 weeks ago.. the promotion till 31st oct 2013 if i'm not wrong.

I think what u saw is USD99.

Yea it's always been USD$99. Singapore just like to jack the price to SGD$199.

For SGD$149, you can't go wrong. But interestingly that's still more expensive than normal US price without shipping.
