Maybe >4.5 is a bit of a stretch... but 4.5 >= isn't too much of a stretch, and I think it will be practically impossible to find someone with <4...

Please read the context miss. This is regarding the first years' 5 SU policy. As long as they have 1 B+ and above and if they SU all others below (which is likely given they can only use it then), they will get >=4.0. More than a third and almost half the cohort for each module gets B+ and above. Each student takes 5 modules. Simple statistics. Why you don't read?
If my time had s/us, I would have probably entered the second sem with all S grades haha

actually is jus 3.125% of the cohort...
this is assuming a uniform distribution of grades which is a very unrealistic assumption... but then if u consider many other factors, like the better one will predominately occupy the A- to A+ range, leaving more room for the rest to atleast get 1 B+ and above out of the 5 modules they take... OR some students even tho they r weaker in general is likely to have atleast one module that they are good at... OR students are likely to take modules (GEK) that they are likely to score well... then maybe a low % estimate is not that unrealistic.
