dont think so, only the registered owner with his IC can check no. of transfers.

but if u are intending to buy a car from dealer, they must show u before u sign any agreement.

this includes the COE, OMV as well.

The COE of the vehicle is under "Quota Premium", which is the 18th line from the top.

The OMV of the vehicle is not listed in that website, but you can find it on sgCarMart. For example, if you want to find the OMV of a 2006 Hyundai Accent 1.5A, you go under the used car section of sgCarMart, search for the car, go to any one listing of the car and inside the OMV will be shown as below (Highlighted in red):
