Please don't be naive. He is part of the cabinet, part of the inner circle of the highest decision making body of the party. If he didn't know before hand his boss must have knowingly withheld the info from him. Does that make sense? And for what, so he is caught off guard?? So he is less prepared?

He has to say what he's saying now. If not how does he explain that to those grassroot folks working for him? That he didn't let them know as they go about preparing the ground for him. Another example would be aljunied. The pap team was formed months in advanced. So how did they know? Well they knew because they're told. Same here.

Not saying that everyone will be told everything at the same time. I'm sure some decisions are made relatively last minute. And perhaps you wanna limit info dissemination on a need to know basis. But between preparedness and showing your hands too early, being prepared is far more important.
