0% increase does not means no foreigners!

The Worker's Party wants to curb the current immigration problems with the influx of foreigner talent by introducing 0% increase in the importation of FTs.

However that does not means no foreigners professionals will be allowed in instead the number of such people allowed will remain the same.

I hope people know that difference.:)
