I am thinking of booking a flight from seoul back to Singapore with Vietnam airlines. there is a 1 hour difference between arrival at Ho Chi Min and the flight leaving to Singapore. Can I make it?

Depends on how near the gates are and how long the security lines are, if you need to re-clear security there. Usually, if they let you book, it should be (barely) enough.

From Vietnam airlines website.
So 1hr is the minimum and is very tight.

If I were u, I would book a longer connection.
If not possible, see if there is a later flight on VN or be prepared to overnight in the airport or city.

Minimum Connecting Times (MCT) information
VN-VN DD (Domestic - Domestic) 60 minutes
VN-VN DI (Domestic - International) 100 minutes
VN-VN ID (International - Domestic) 100 minutes
VN-VN II (International - International) 60 minutes

Not sure about Vietnam, usually don't have to claim and re-check baggage.
