Budget alittle over 1k still acceptable
Include kb&mouse, os, 20 or 22' monitor and wifi adapter.
This is for my cousin who is still quite young currently not playing any game but maybe in the future so doesnt need a very good gpu. And maybe get a i5 for futureproof.
Right now they are having contract with singtel 200mbps fibre.

Downgrade the cpu if you want a gpu. Need to squeeze out 160-200 to get a decent one for low end gaming

Actually if you think one shot too expensive can upgrade slowly, like after a few months then add in a low-mid tier GPU.

The hd4600 is decent for light gaming

If next time wan play games can add in a sub $150 2nd hand card like 7870 or gtx760

If got more budget can consider better card of cos.
