Recommend he spend abit more, certain components do not add performance, they are there just to complete the system (etc casing, psu, hdd). Increase budget will increase the "performance components":"non performance components" price ratio, more bang for buck.

You tweak the budget, I can up the specs. To me, what's more ideal is:

CASE: Tecware F3 ($49)

SSD: PNY CS1311b 256GB ($129)

Personally find these more reliable but just personal preference. Others might defer from my point of view. In the end, it's just heng suay whether the parts last or not.

1. Cost performance ratio, 3gb is more worth. 6gb is slightly more future proof but no guarantees for that. The performance gain from the $80 difference is not very big. It's an awkward card between entry level 1070 and the 1060 3gb. Just my two cents. But if your budget can afford, I won't stop you. It's not a bad card to begin with.

2. Ideally, 16gb is better. Your budget sustain 8gb only for now. If you can do 2x8gb is more ideal. This mobo only have 2 ram slot. Don't waste it on low memory capacity ram kit. You can add another 8gb in near future anyway.

I'm not sure if this will be constructive but you can sound more humble and not interrogative for a request.
And it seems your friend have a some knowledge of computer like pairing 2ram is better than 1. I thought it would be faster and easier to ask that friend instead.

Well, I do agree I am a bit disgusted by some thickskinned user at the other thread:D
In my opinion, there's no harm asking for parts recommendation as a start with basic parts to follow then subsequently do an in-depth research on specific parts and brand.

But the final decision and exact part to be purchased is still up to individual's diligence, sometimes even due to attractive promo price for another brand, rather than ask why you recommended Asus motherboard or this psu brand/wattage etc.

And I'm always curious why someone would ask on behalf of a friend for PC build. It seems to be like 50% of the times here. Lol
