not all, there are some PLH/Prime projects where 4R is the typical 93 sqm.4R PLH are 86-89sqm
your analysis super sala. it's not really because to cater to younger couples with limited budget. Couples or families won't go for 2R flexi. Just look at the application rates under the families quota, be it first timer families or 2nd timer families. It's abysmal, regardless of Prime, Plus or Standard projects.is not just because of singles and elderly.
the trend seems to be the areas they build a lot of 2RM is in plus and prime projects.
just take berlayar rise in June BTO for example, almost 50% is 2 room. Why? Is it really just because of elderly and singles?
Not really, because if you take a look at the 3rm and 4 rm prices, maybe some couples feel that they can't afford it. 3rm cheaper but not a lot of units so couples may want to try 4 rm, but then 4rm need at least 650k + to get decent floor unit. for couples in their mid 20s who just started out working without this is a big commitment, their CPF may not even have enough for downpayment.
so these young couples can choose to go for a 2rm BTO instead first, stay in a smaller flat with better access to MRT. after MOP then they use their 2nd chance to upgrade to a bigger BTO. Even in HDB calculations and examples you can see they always use couple and families to calculate the finances for a 2rm HDB BTO, which means that is still their main target audience.
you dont see them building as much 2 rm in standard projects.

Young couples will either go for 3R in Prime (also very poor application rates anyway), or bite the bullet and go for 4R. Most can qualify for DIA, so by the time they collect keys, their budget would have increased by a few hundred k. or just apply Standard projects.
The reason why Prime/Plus projects have more 2R flexi is for 2 things, one is for seniors to rightsize, hence cashing out their retirement funds from their larger HDB flats, and to pump HDB supply into the resale market and also to moderate prices there. Prime Plus areas are mature with higher proportion of senior households staying there for decades, unlike new towns. The second is for singles to stay near to their parents in these mature towns for caregiving convenience.
Singapore is fast aging with elderly population ballooning. People are also not getting married and staying single. I foresee the number of 2R flexi and CCA will just continue to rise.

Because all their calculations they always use a household income of 2 to show as example. singles only 1 income while seniors mostly don't even have any income. So if these flats are meant more for singles or seniors then why they keep using a household income of 2 to calculate as an example ?
u can tell its a couple income household example due to the amount of grants they show the household can get in the example. its also not a calculation for seniors because they won't be getting 99 year lease and usually can't loan and have to pay in full. so please ask HDB stop using a couple household income to calculate as example for 2 room flexi if they are really meant more for singles and seniors.

Smaller also means look cheaper on paper.More smaller bedrooms means can make more units ,more units to sell means more profitable.
