POSB publishes their mortgage relevant SIBOR rates here, and the ABS publishes here....

And isn't the answer obvious (as I write this)? POSB is quoting the 3 month SIBOR as of March 2, 2020 (1.630%). The 3 month SIBOR as of April 2 is 0.98%. Those dates are published in the respective pages.

When they get around to updating their rate sheets, POSB will evidently use the 3 month SIBOR as of April 1, 2020, since that was the first business day of the month.
