$500-$600 set up possible?

without monitor, kb, mouse etc.

for video editing and occasional D4, dota2 gaming and the usual youtubing, movies etc ..

saw a few pre-loved on carousell $500 and under mainly with 1050 - 1070ti gpu, are they sufficient or can I actually get better specs DIYing ?

Depends on what you are using for editing, I would recommend a Ryzen CPU, but if you use Premiere then you will need an Intel CPU with iGPU for quicksync.

Intel 12400 + super cheap motherboard is already around $400.
Any decent GPU (RTX 2060 and above) is at least $250.
16GB RAM is around $70.
I assume you need a 1TB SSD, so $88 for 980 Pro 1TB on Amazon.
Decent PSU (80+ Bronze rated stuff and not a bomb) costs at least $60.
Random case $60.

Do the math and see if you are willing to spend around $900-$1000. Of course you get all new parts and warranty for most components.

For $500-600, not possible.

ahh forgot to mention .. really just light video editing, like trimming scenes with open source editor, no premier pro etc, no rendering or anything .

Save up a little more like 700~800 then you are looking at something. For now, is IGPU...might as well dont bother
