but we need 6.9 million by 2030

WE need to increase at a much faster rate.
However our fertility rate is 1.04.
We will need 2 1 in order to replace Singaporean.

Simply say we are unable to replace ourselves. Therefore if we do mathematics

3.61 / 6.9 million x 100 percent = 52 percent

By 2030 by every 100 person you see
