8k30 no problem for my 5600G but I got a GTX1060. On the flipside 8k60 is bugged and only plays a few frames before stopping.

Same here. 5600G + 6600XT. 8K30FPS runs smooth while using barely any resources, but 60FPS just kills it completely.

Does all of you went all out to purchase a $3000-$4000 monitor just to watch 8k movies or just using a lower definition/color monitor to get a taste of 8k definition/color ?

I know... the option isn't available (I am logged in to YT)

Yours have?
yes, you can see the setting here setting > Playback & performance > AV 1 setting.

Below is my intel 11700 + 1070 performance.

Edit:
Please check if you also have your windows hardware accelerated enabled?

no worry on small monitor any 1440p and 4k is already very good no special need for 8k except testing hardware purposes.
