An i3 cpu, R9 270 and an average B85 mobo is able to run NBA and dota at ultra setting. Furthermore, it is cheaper than your desired spec.

CPU+ Mobo: ASROCK H81M-HDS + i3 4160 (230)
RAM: G.SKILL PC 12800/1600MHZ DDR3 CL11 VALUE RAM (8GB) (98)
GPU: POWER COLOR R7 265 2GB TURBODUO (229)
SSD: ADATA SP900 128GB (99)
HDD: TOSHIBA 1TB 7200RPM (69)
DVD-RW: LG 24X DVD-RW SATA OEM (25)
PSU: SEASONIC S12II-Non MODULAR 520W (85)
Case: DEEP COOL TESSERACT (65)
OS: WINDOWS 7 HOME PREM (125)

Total cost: $1025

Buy at PC Themes, #04-15, and ask for discounts. DIY yourself. If you can't into DIY, get PC Themes to assemble for you for a fee.

Notes:

1) Both your games are not very CPU intensive and thus an i3 4160 is good enough for your needs. However, if you still want an i5 CPU, pay $90 more for an i5 4460.

2) Motherboards only help the parts in a system to interact with each other and has negligible impact on system performance. Thus, any motherboard can be a good motherboard for a gaming rig and hence the Asrock H81-HDS will work just fine in your system.

3) The Sapphire R9 280 is sold out at lazada.com. However, your games are not very GPU intensive and the Powercolor R7 265 is good enough to play your games smoothly at maximum settings. If you still want a more powerful GPU, can consider the Powercolor R9 280 for $285.

Wa okay thanks. But if to compare. Sapphire will be a better brand right?

No such thing as better brand. Each has its own pros and cons.

Only the high end coolers from sapphire are very good (toxic editions, but very ex.). The rest are on par with other brands. But, they only come with 2 yrs warranty. So, might as well get powercolour which cost a bit more and can get 3 yrs warranty.

Why not scale PSU down to 500W and scrimp a little on chassis for a 256GB SSD?
